Here is a 16" (with hat, about 18") This is tagged - Apple Whimseys 1978 Lita Gates on the inside, Pretty Woman # 6/200 and dated by Artist Teri Kleine 6-10-91
This adorable bear has a frog on top of her head as she is holding her straw hat with both paws.  Her dress is covering her base - she has a round piece of covered wood (feels like it, not sure) with a white cotton and there is stuffing on the inside.  Her bottom part of legs feel solid and she has on baby shoes.
